It should probably come as no surprise to most folk that I am avowedly and firmly in the camp that is against any of the following:
* Smoking
* Vaping
* Recreational Drug Use
And yes, in case you're wondering:
* I class "cannabis use" under "Recreational Drug Use"
* I can't stand the smell + taste of alcohol either
If I had my way, the following "novel measures" would be adopted everywhere - ideally in full, but even partially would be great.
* For every smoker caught in the act (or in procession):
1) A fine will be levied against the manufacturer. If no manufacturer can be identified, *ALL* known manufacturers will be fined on their behalf.
2) The magnitude of the fine will be either:
a) Proportional to the number of cigarettes smoked vs full capacity of the packet(s) found in the smoker's possession
b) Proportional to the size + number of tobacco products found on their person / the bags they are carrying
3) All tobacco products + paraphernalia (i.e. lighters, matches) in the possession of said smoker when caught shall be confiscated + securely disposed of
* Cigarette manufacturers whose products are implicated more than <x> times within a period will have their products suspended from sale in the country for a fixed period, and will be forced to pay an additional fine
NOTE: They will still be able to be on sale, but only from a pharmacy *with a prescription*
* Repeat-offender smokers will be required to attend smoking cessation treatment sessions.
* Visitors to the country will have their visas revoked, with a stand-down period of staying out of the country.
* Some provision will be made for arguments where them leaving immediately would
cause undue harm to dependents (e.g. kids)...
* It would also be a criminal offense bringing cigarettes into the country
* Depending on the amount involved, this may range from:
* 1-2 Packets = Immediate confiscation only.
* >= 3 Packets = A fine, per packet being brought in, on top of immediate confiscation.
* > 10 Packets = Revocation of visa to enter the country
(For citizens, some measure like community service may be used instead)
* > 20 Packets = A ban on entering the country for <x> period
* If the amount being brought in by a person is one of the higher amounts, and they're doing it because they're running a cigarette importation business: Revenue from that business for the past *year* shall be forfeited ("proceeds of crime")
* If a person has received money to act as a "drug mule", they must forfeit the amount paid (on top of the confiscation
